I would think this picture would be in the 1890's.
I sent it to Crescent City and they wrote back that they didn't even know they had a band.

He was the son of Oscar Vincent Short and Martha Ellen Miller of Crescent City.

In 1899 he was 22 years old, still single, living in Crescent City with the Rutherford family.
